During the proceedings, the commission directed the state government to submit a comprehensive report on deaths caused by stray dog bites or attacks in Telangana between 2020 and 2025.

A report submitted by the commissioner of the Panchayat Raj and Rural Development department confirmed that Nithun died following an attack by a pack of stray dogs, according to the commission.

Nithun’s parents appeared before the commission during the hearing. The panel also examined the medical records submitted by Narsapur Area Hospital.

Commission flags lapses by officials

The commission said the death of a three-year-old boy due to stray dog bites was a serious concern. It said several incidents involving serious injuries and deaths caused by stray dog attacks had come to its notice.

It said the government and local bodies needed to take effective, coordinated and sustained preventive measures to control the stray dog menace.

The commission also considered the state’s responsibility under Article 21 of the Constitution to protect citizens’ lives and safety from dangers arising from stray dog attacks, along with recent directions issued by the Supreme Court.

It found serious lapses, negligence and dereliction of duty on the part of the local body and officials responsible for preventing such incidents, particularly Panchayat Raj officials in Medak district.

The commission observed that the incident could have been prevented if appropriate preventive measures had been taken in time.

Considering Nithun’s age, the circumstances leading to his death and the mental anguish and suffering caused to his parents, the commission held that they were entitled to monetary compensation as public law relief.

Medak collector asked to coordinate payment

Invoking its powers under Section 18 of the Protection of Human Rights Act, 1993, the commission recommended that the Telangana chief secretary pay ₹5 lakh to Nithun’s parents within three months of receiving the order.

It also directed the Medak district collector and district magistrate to coordinate with the government on sanctioning the compensation and take steps to ensure that the amount is paid to the boy’s parents.

The authorities were directed to submit an action-taken report to the commission after implementing the recommendations.

The commission, headed by chairperson Dr Justice Shameem Akhter, issued the recommendation on Thursday.
