On February 16, ACB arrested two veterinary doctors and a contractor at Jaipur Municipal Corporation while accepting a bribe of 4 lakh rupees.

On 16 February, the ACB arrested two veterinary doctors and a contractual worker in Jaipur Municipal Corporation while taking a ₹4 lakh bribe. Both government veterinary doctors who demanded ₹15 lakh from a firm handling street dog vaccination-sterilisation in Jaipur are now in jail. The Anti-Corruption Bureau (ACB) probe revealed that a senior IAS officer had earlier warned both doctors. After staying quiet for a few days, they again began harassing the firm owner and complainant doctor.

The doctors were so eager for the bribe that they called the complainant to a restaurant and offered a deal, pay ₹2 lakh every month for now and commit any corruption you want. The rate will increase next year.

The complainant told Bhaskar that when he refused, the very next day both doctors issued three notices each against his firm. Following the senior IAS officer’s advice, he approached the ACB. He also alleged that after being caught, the accused doctors threatened him in the ACB court.

The complainant said that due to his welfare work he was in contact with a senior IAS officer. He informed that officer about the bribe demand. The officer called both doctors and warned them. They remained quiet for a few days, then started demanding money again. When he contacted the IAS officer again, he was advised to complain to the ACB. After that, he went to ACB headquarters and filed a complaint. Following verification, the ACB planned a trap and arrested both.

Called to cafe and said – Next year will have to pay 3.5 lakh rupees

The complainant said accused Dr Rakesh Kaloria and Dr Yogesh Sharma called him on 30 December 2025 to a restaurant named Bagan Da Tea Village in the Chitrakoot area. They told him, “You earn so much — just give us ₹2 lakh every month and get your bills passed. This price is only for this year. From next year the monthly rate will be ₹3.3 lakh.” He replied that he works honestly.

According to the complainant, the doctors responded, “Who asked you to work honestly? After giving us our commission, do whatever you want — honestly or dishonestly, we don’t care. We will never interfere in your work.”

The victim had filed his complaint by visiting the ACB headquarters.

He said he refused on the spot. The next day, 31 December 2005, Dr Rakesh Kaloria visited the animal enclosure at Jaisinghpura Khor where street dogs are brought for vaccination and sterilisation. From there he called and began threatening, saying arrangements were not proper. Between 3 pm and 4 pm he issued three notices one after another. Copies of those notices were also submitted to the ACB.

Former DC Madam started laughing after the complaint

The complainant said that when harassment continued, he informed the then DC of the municipal corporation about the actions of both doctors. She listened for a long time and then started laughing. He said he told her he had worked honestly and they were troubling him, asking why she was not saying anything. After that, she left the cabin still laughing.

Dr. Rakesh can be seen in the red circle during the Chief Secretary’s meeting. ACB had tried to trap him the same day.

Trap was planned after Chief Secretary’s meeting

The complainant said that in January 2026 the Supreme Court was continuously hearing matters related to dog bites, and news about dog bites was regularly appearing in Rajasthan as well. During this time, the former Chief Secretary of Rajasthan, now shifted to Bombay, phoned current Chief Secretary V. Srinivas and spoke about him, saying he had been doing excellent work on dog sterilisation and vaccination for about 29 years.

After this, he received a call from the Chief Secretary’s office and a meeting was scheduled regarding the street dog issue. Several IAS officers attended, and accused Dr Rakesh Kaloria was also present. The Chief Secretary praised the complainant’s firm and its working methods and sought his opinion. On 9 February, during that meeting too, the ACB team had the accused under surveillance, but because the meeting ran long they did not catch him that day.

Threats even after arrest – Said they will get the firm shut down

The complainant said that after the 16 February trap, the accused Dr Rakesh Kaloria, Dr Yogesh Sharma and middleman operator Jitendra were presented in court on 17 February. He was also called to court by the ACB. While he was standing in the court premises, both doctors were present there and threatened to shut down his firm and deal with him. He said he has not yet informed the ACB about this.

ACB conducted trap

On 16 February, the Anti-Corruption Bureau arrested two veterinary doctors and a contractual worker in Jaipur Municipal Corporation while taking a ₹4 lakh bribe. The doctors had demanded money from the complainant firm operator doctor in exchange for counting the removed uterus and testicles of stray dogs and forwarding the bill. The bill amount was about ₹75 lakh.

Acting on the complaint, the ACB caught contractual worker Jitendra Singh Shekhawat red-handed taking ₹4 lakh. After that, Dr Yogesh Sharma and Dr Rakesh Kaloria, posted in the animal management branch, were taken into custody and questioned. Both were arrested. After being produced in ACB court, all three accused were sent to judicial custody.
